Q. Are homeschoolers in Planning District 8 required to complete and to sign the “Parent/Teen Driving Agreement” included with the “Affirmation of Completion” form?

A. Only teens and parents residing in Planning District 8 (the counties of Arlington, Fairfax, Loudoun, and Prince William, and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park) are required to view the additional 90-minute parent/teen driver education component in order to get a driver’s license. Parents and teens must confirm completion of this requirement by signing the “Parent/Student Affirmation of the Completion of the Online 90 Minute Parent Teen” form.

Because of the personal nature of the questions on the additional “Parent/Teen Driving Agreement,” HEAV contacted Dr. Lynn Dillon, program director. HEAV agreed that it would be helpful to discuss these questions privately within the family, but we objected to making this agreement a requirement for obtaining a driver’s license. Dr. Dillon responded that parents can opt out of this section and only sign the “Affirmation of Completion” form. HEAV has requested that Dr. Dillon include opt-out information on the form.

The form has been modified at HEAV’s request. The form now states, “The Parent-Teen Driving Agreement is a suggested follow-up discussion. A parent may opt out of completing this document by sending an email to district8program@aol.com.”
