HEAV has initiated a study in hopes of protecting our homeschool freedoms—both the freedoms of the religiously exempt (RE) and those who have complied with the homeschool statute by filing a Notice of Intent. 

The National Home Education Research Institute (NHERI) and Seton Testing Services have joined with HEAV to gather data—with NO personally identifying information—from homeschool participants. This important data may provide the information HEAV needs to stop future actions by Virginia lawmakers who want to impose tighter regulations.

Seton Testing Services has graciously offered a 20% discount to those families who participate in the study using the TerraNova 2/CAT 6 test.

The purpose of this study is to provide empirical evidence to show how Virginia homeschool students perform academically. It will compare the scores of religiously exempt students with those who have complied with the homeschool statute.

Absolutely NO personally identifying information will be provided with the data. None. We need all test scores—the very low ones, average ones, and high ones. We need scores from both RE and non-RE families (NOI families). We need them all to make this a solid, valid study. Again, NO personally identifying information will be released with the scores; the data will be anonymous.

We know religiously exempt families are not required to submit test scores; however, RE parents sometimes test for their own benefit to see how their children are progressing. We ask RE parents to consider testing this year in order to participate in this important study. The scores will come directly to you for your information only, and you will not submit them to anyone.

You do not need to be an HEAV member to participate. We welcome participation from ALL Virginia homeschoolers who meet the requirements.

The TerraNova 2, also known as the CAT 6, is the newest form of the California Achievement Test available. It is a nationally-recognized, norm-referenced test that meets Virginia’s annual testing requirements. The TerraNova/CAT 6 was normed in 2005, and is the updated version of the CAT 5; it replaces the CAT 5. It provides a series of tests that are easy to administer and, most importantly, extremely accurate in its assessment of student achievement.

TerraNova 2/CAT 6 tests can be rented by homeschoolers and administered by homeschool parents. No bachelor’s degree is required. No training is required. Parents simply follow the testing instructions.

The discounted test can only be ordered by entering the appropriate code in the shopping cart before checkout at Seton Testing Services in the “Have a coupon?” box.


If you have used a different test in the past, be assured, the questions on standardized achievement tests cover similar material for each grade level. Also, percentile scores on one test tell you about the same thing concerning your child as percentiles on another test. You do not need to be concerned about switching to this test.
