Virginia families have homeschooled with confidence for decades because someone has been in the room at the General Assembly, defending that freedom bill by bill, session by session. The Director of Government Affairs is that someone — HEAV’s lead authority on legislative policy and the person families, legislators, and coalition partners turn to when home education law is on the line.

You’ll track the political landscape year-round, spot threats and opportunities before they reach the floor, and build the relationships that turn a sound bill into a passed one. You’ll lead a small, capable government affairs team and make sure HEAV speaks with one clear, credible voice throughout the legislative process — always in step with the Executive Director and the direction of the Governing Board.

Legislative Strategy

You’ll set HEAV’s legislative agenda: watching bills and amendments as they move, analyzing what they mean for home education, and recommending the positions and strategy HEAV should take. Working closely with the lobbyist and legislative team, you’ll keep that strategy sharp and keep HEAV’s bill-tracking and reporting systems reliable.

Team and Coalition Leadership

You’ll direct HEAV’s legislative operations team — the lobbyist, bill researchers, and legislative staff — setting priorities and keeping the workflow accountable. Outside the office, you’ll build and maintain the relationships that make advocacy work: legislators, legislative staff, government officials, and coalition partners, all while keeping HEAV’s focus squarely on home education.

Advocacy and Public Voice

You’ll represent HEAV before the General Assembly and other government bodies, direct statewide advocacy efforts and calls to action, and plan initiatives such as Day at the Capitol. When legislative developments call for a public response, you’ll help shape it — serving as HEAV’s spokesperson in media interviews and public presentations, and working with the Publications & Marketing team on messaging that’s timely, accurate, and consistent.

Accountability and Communication

You’ll keep the Executive Director and Governing Board informed with clear legislative reports and recommendations, maintain accurate legislative records, and provide homeschool families and members with authoritative information on the law — without stepping into legal advice.

What We’re Looking For

• Deep knowledge of Virginia law, the legislative process, and General Assembly procedure
• Skilled legislative analysis, drafting, and strategy
• Proven advocacy, negotiation, and coalition-building ability
• Strong leadership of staff and volunteers across a multi-role team
• Confident public speaking and legislative testimony
• Sound political judgment, discretion, and professionalism
• Strong organizational and written communication skills, with an eye for detail
• Spiritual maturity and alignment with HEAV’s mission

Hours and Location

• Primarily remote, with travel required for meetings, events, and General Assembly session days
• Flexible hours shaped by the legislative calendar

Benefits

• Salary Range: $38,000–$45,000
• Primarily work from home
• 80 hours of Paid Time Off (PTO) annually
